Shipping cigarettes, tobacco products, and e-cigarettes from the UK to the USA is prohibited under U.S. federal law. The Prevent All Cigarette Trafficking (PACT) Act bans the mailing of cigarettes, roll-your-own tobacco, and smokeless tobacco through the U.S. Postal Service, with only very narrow exceptions.
In 2020, the Preventing Online Sales of E-Cigarettes to Children Act (POSECCA) amended the PACT Act to include electronic nicotine delivery systems (ENDS), such as e-cigarettes, vape pens, and e-liquids. As a result, these products are treated the same as traditional tobacco under U.S. shipping regulations, making them nonmailable via USPS and restricted by private carriers like FedEx, UPS, and DHL.
These restrictions apply regardless of nicotine content and cover all international shipments. Violating these laws can lead to severe penalties, including fines and confiscation. In short, U.S. law prohibits mailing tobacco and vaping products to protect public health, enforce tax compliance, and prevent underage access.
